Reed Union School District Board Meeting Summary
April 18, 2023
The Reed Union School District Board of Trustees met on April 18, 2023, for a regular meeting that included closed session discussions on labor negotiations and multiple information updates on enrollment, strategic planning, and state accountability measures. The board also took action on several policy updates and staff recognition items.
Closed Session
The board convened in closed session at 4:45 PM to discuss labor negotiations with the Reed District Teachers' Association (RDTA) and California School Employees Association (CSEA) Chapter #448. No other closed session items were scheduled, and the board moved to open session at 6:00 PM.
Consent Agenda
The board approved several routine items as part of the consent agenda, including a personnel report, warrants for payment, and the quarterly Williams Act report, which relates to instructional materials, teacher assignments, and facilities conditions. The board also completed a second reading and approval of board policies updated to align with California School Boards Association (CSBA) recommendations. These items were approved together unless removed for separate discussion.
Administrative and Community Reports
The information portion of the meeting included reports from the administrative team, Parent Teacher Association, and The Foundation for Reed Schools. Board trustees also shared information from their respective areas, and the superintendent provided an update. The Reed District Teachers' Association delivered a report as well.
Strategic Plan and Accountability Updates
The board received an update on the district's strategic plan implementation. Additionally, staff presented the 2022-2023 school year report on the Local Control and Accountability Plan (LCAP), the state-mandated document that outlines district goals, actions, and spending aligned with California's education priorities. These were information items with no action required.
Enrollment Projections
The district provided an enrollment report and projection update, a critical item for parents and taxpayers as enrollment figures directly impact staffing decisions and budget allocations. Enrollment trends in Tiburon-area schools can affect class sizes and program offerings. This was presented for information purposes.
Teacher Qualification Declaration
The board took action to approve the Annual Declaration of Need for Fully Qualified Teachers for the 2023/2024 school year. This state-required declaration allows the district to hire teachers on emergency permits or waivers if fully credentialed teachers cannot be found for open positions.
Temporary Athletic Coaches Compliance
The board reviewed a compliance report on Board Policy 4127 regarding temporary athletic team coaches. This policy governs the hiring and oversight of coaches for school sports programs.
School Employee Appreciation
The board approved Resolution No. 09-2022/2023, designating May 1-5, 2023, as the Week of the School Employee. This resolution formally recognizes the contributions of classified staff members, including office personnel, custodians, food service workers, instructional aides, and maintenance staff.
Policy Updates
In addition to the second reading of policies approved on the consent agenda, the board conducted a first reading of additional revised board policies to align with CSBA standards. First readings allow board members and the public to review proposed policy changes before final approval at a subsequent meeting.
Next Steps
The board reviewed future items for trustee consideration, setting the agenda for upcoming meetings. The meeting concluded following the trustee considerations section.
